Selecting CI checks by scope

The changed-scopes action is shared by code validation and PR web/desktop E2E. It sorts changed files into three scopes:

• rust: Rust sources (*.rs) and Cargo manifests/lockfiles anywhere in the repository, plus the Bluetooth server’s Dockerfile and build script. Runs Rust checks: cargo fmt, cargo clippy and cargo test in packages/transport-bluetooth. Adding another Rust project requires extending these checks.
• docs: Markdown files, docs/** and .github/ISSUE_TEMPLATE/**. Runs Docs checks: Prettier (format:verify) and the Markdown link check.
• default: everything else, except local development files that no CI job uses. Runs standard CI validation and the PR E2E builds and tests.

Mixed changes run every matching scope.
